Attorney Biographies

Debra Elmore, a seasoned legal professional, has devoted over 20 years to representing healthcare providers in medical malpractice cases and pharmaceutical and device lawsuits across Texas and the United States.

Joining Scott, Clawater & Houston initially in 1992 and returning to the firm in 2018, Ms. Elmore has built a distinguished career. Prior to rejoining the firm, she specialized in privacy and cyber law, guiding clients through compliance with federal and state privacy regulations.

Her educational journey reflects a commitment to excellence, graduating with a degree in pharmacy from the University of Texas in 1982. She went on to earn her law degree from the South Texas School of Law in 1992, where she served as the assistant editor of the Law Review, was a member of the Order of the Lytae, and earned recognition as one of the Who’s Who in Law School.

A recognized authority in healthcare compliance, Ms. Elmore has delivered numerous presentations on key topics such as HIPAA, HITECH, and The Final Rule. With a wealth of knowledge and expertise, Debra Elmore continues to be a dedicated advocate for healthcare providers.
